There were approximately 4,500 captive insurance companies registered in 39 domiciles at the end of 2003. The leading domiciles were: Bermuda, Cayman Islands, Guernsey, Vermont and South Carolina in the USA, and the British Virgin Islands. Only regulated companies within the insurance industry are permitted access to the reinsurance market. All captive insurance companies managed by IFSA qualify to operate as both regulated insurance and reinsurance companies.
